Dear Friends,
It is frustrating when politicians make power plays and try to manipulate public sentiment rather than putting the citizen's interests first.
The governor would like the Legislative Finance Council to sign a certificate of indebtedness to keep the cash flow going, but according to state law (KSA 75-3725a), it is not possible because we do not have the funds in the budget to back it up. Gov. Sebelius either needs to sign the budget bill or make other cuts in agencies to free up the money.
Just like Kansas families, the state just can't spend money it doesn't have or take out loans that are not secure, and it certainly should not be above the law.
